HVN Development Pursues More Affordable Housing in Westchester


HVN Development is doubling down in Westchester with latest affordable housing push.

Irvine-based HVN filed an application with the City of Los Angeles to build a five-story, 77-unit affordable housing development at 8811 South Reading Avenue just northeast of Los Angeles International Airport in Westchester, Urbanize Los Angeles reported

The plans call for a mix of one- and two-bedroom units and no parking provided on site. A portion of the units will be designated for rent by low- and moderate-income renters, or those who make between roughly $90,800 and $93,300 annually, according to the California Department of Housing and Community Development.  

The South Reading Avenue proposal would rise one block away from another HVN affordable project currently under construction at 8911 South Ramsgate Avenue. That development will consist entirely of affordable housing, allowing it to benefit from streamlined approvals and a shorter road to groundbreaking as part of Executive Directive 1.

HVN Development, known for affordable housing projects across Greater Los Angeles, is moving forward with other similar efforts across the county. 

Late last year, the Los Angeles Department of Building and Safety issued permits for HVN’s 91-unit proposal at 10953 Whipple Street in Toluca Lake, another ED1-backed development, inching the firm closer to construction. Elsewhere in the San Fernando Valley, HVN has received permits for a 76-unit affordable housing project at 11218 West Califa Street in North Hollywood and is planning an 80-unit affordable project in North Hollywood at 5151 Denny Avenue. 

In Hollywood, HVN is planning 67 units of affordable housing at 5655 West Lexington Avenue, which would require demolishing two 3,200-square-foot single-family homes at the 15,000-square-foot site. 

Over on the Westside, HVN filed an application earlier this spring with the Los Angeles Department of City Planning to demolish two one-story apartment buildings in Mar Vista and replace them with another affordable housing development. If approved, the development at 11848 Venice Boulevard would produce 81 one-bedroom units.
