Killefer Eyes Fully Affordable Project in Playa Vista


An empty lot in Playa Vista could get new life as affordable housing. 

Killefer Development filed an application with the Los Angeles Department of City Planning to construct a six-story residential building at 6985 South Centinela Avenue, Urbanize Los Angeles reported. The site is just west of the Culver City limits and Interstate 405, about two miles north of the Los Angeles International Airport. 

Killefer is looking to build 136 units in studio, one- and three-bedroom floor plans. Parking for 46 vehicles is also slated for the site. All of the apartments would be affordable housing, making the application eligible for citywide housing incentive bonuses. Those allowances could qualify the development for approval to build taller than what zoning rules would typically permit. 

If approved, the proposed development would be built next to a former practice facility for the Los Angeles Clippers. The basketball team relocated to the Intuit Dome in Inglewood last year, and that practice facility has also shifted operations to a new space next to the sports venue, which opened in 2024. It would join another residential project in development down the block at Centinela and Sepulveda Boulevard, according to Urbanize. That effort from Fairfield Residential would deliver 362 units above 3,700 square feet of ground-floor retail. 

Killefer Development builds and manages residential properties across the Los Angeles area as well as an industrial facility in Laredo, Texas, according to the company’s website. Other multifamily properties developed by Killefer include the 92-unit Roy apartments at 3644 Overland Avenue in West Los Angeles; the 74-unit Jagger building next door at 3630 Overland Avenue; an eight-unit, for-sale townhome development in Mar Vista known as 8 East; and another for-sale townhome project consisting of four units known as Mar Vista Four. 

The firm also offered construction management services for the 102-unit Star Apartments modular supportive housing project in downtown Los Angeles; another 25-unit supportive housing development in Exposition Park known as the King 1101 Apartments; and the renovation of the New Pershing Apartments building at 108 East Fifth Street in downtown. 

Los Angeles ranked in the top 10 cities nationwide for affordable housing construction between 2020 and 2024, according to RentCafe. More than 9,400 income-restricted apartments were completed in Los Angeles in those years, accounting for approximately 20.5 percent of all apartment construction in the L.A. metro area during that time.
